The HOOP is the official policy manual of The UT Health Science Center at Houston, which the university is required to publish as a component of The University of Texas System. Policies are based on the following:
The HOOP also contains policies that are “local”; that is, created at the university level. The majority of policies in the HOOP are not local.
Introduction: General information about the administrative organization of the UTHSC-H and UT System; also, the key to department abbreviations. Chapter One: University-wide information that includes what to do if the media contacts you about the university, how to deal with a Texas Public Information Act request, all about computerized information protection, and more. Chapter Two: The basics for all university employees, including information about leaves of absence, vacation, how to file a grievance, and sexual harassment. Chapter Three: Policies for A&P employees. Chapter Four: Policies for faculty. Chapter Five: Policies for classified employees. Chapter Six: Policies for students. Chapter Seven: Policies for Postdoctoral/Research Fellows. Chapter Nine: About how the university's budgeting process works and how budgets are managed. Chapter Ten: About the categories of funds in the operating budget and including state funds, faculty salary reserve funds, grant funds, and gift funds. |
Chapter Eleven: About fiscal issues in the university including audits, establishing bank accounts, petty cash, and tax status.
Chapter Twelve: About Auxiliary Enterprise departments (e.g., the Print Shop, UT Travel) and how they interact fiscally with other university departments. Chapter Thirteen: All policies related to procurement. Chapter Sixteen: About individual accountability for state-owned equipment/property, including how to transfer equipment to another university department and what to do if departmental equipment is lost or stolen. Chapter Seventeen: Policies about information technology for the university. Chapter Eighteen: About health and safety issues for the entire university community, including substance abuse, medical emergencies, and tuberculosis infection. Chapter Twenty-Three: About research at the UTHSC-H including how research is conducted and reviewed, and how intellectual property is dealt with by the university and by UT System. Chapter Twenty-Four: Policies about the university's MSRDP. Specific policy questions or interpretation issues should be addressed to the department that “sponsors” the policy; check the upper right corner of the policy to find an email address for the appropriate contact in the sponsoring department.
